19in = 48-49cm

it is too big for me and i ride a 54-56 bike... per troy @ccc. so it could be 21 or bigger?

It mostly depends on what you're measuring. Most older, classic style road frames are measured along the seat tube; from the center of the bottom bracket to the center of where the top tube meets the seat tube.

Of course, most modern road bikes have sloping top tubes these days, and mtb's slope even more... so I'm not even sure what to go by for that.
