Interesting. I really don't see how a bike lane will fit in on most streets, like Limestone/Upper between Maxwell and High. The lanes are 10' in places, and the only way to increase the width of the roadway is by removing the utility strip -- which only adds in 2'.
By making the streets two-way, traffic speeds will be lower -- 30-40% on average. Perhaps adding in durable speed humps or other traffic calming devices can work in-place of a dedicated lane -- using the sharrows concept.
