It appears to be too late to send them back.

From Kryptonite site FAQ section:
"I dont see any information on the Voluntary Lock Exchange Program any longer. I have a tubular cylinder lock that I want to exchange. How do I do this?
Kryptonite offered the Voluntary Lock Exchange Program for over a year and replaced more than 400,000 locks worldwide for free. However, we are no longer taking new registration for this program. The Class Action Settlement program is still available for customers in the United States and Canada. For more information about qualifications for that please see www.kryptonitesettlement.com "

I could not get the settlement site to load - it appears to be down. A cached google page of the site had the following:
"In accordance with the Settlement Agreement, the claim process ended on November 3, 2007, which was 180 days after the Effective Date of the Settlement. Any claim forms received after November 3, 2007 or, if sent by US mail, postmarked after November 3, 2007, will be considered invalid. If you have any questions, please call the Settlement Administrator at 877-484-8196. Thank you."
